La fragilisation des communes, suite à la diminution des recettes fiscales et au développement des intercommunalités, a une conséquence inattendue, c’est le développement des résidences privées.
Pourquoi ? C’est assez simple, les dépenses municipales sont essentiellement liées aux services rendus à la population : sécurité, nettoyage, éclairage,… Or, dans les résidences privées, un certain nombre de logements sont généralement regroupés dans un petit immeuble entourés d’espaces verts, parkings,... le tout étant clos et sous surveillance. Ainsi, c’est autant d’habitations pour lesquelles il n’y a pas de sécurité à assurer par les services municipaux, de nettoyage… car toutes ces charges sont alors gérées par un syndic de copropriété donc à la charge des habitants sans transiter par des taxes locales. Les communes n’assurent plus qu’à l’échelle supérieure (inter-résidences, écoles,…) à moindre coût. Cela permet aussi de réduire les coûts du ramassage des ordures, comme de la distribution du courrier (regroupement des poubelles, des boîtes aux lettres).
Que penser de cette mutation ? Est-ce la fin de la vie des communes ? Est-ce propice à une ghettoïsation ?...

FRANCE - Development of residences
The weakening of municipalities, following the decrease in tax revenues and the development of intercommunalities, has an unexpected consequence, it is the development of private residences.
Why ? It's quite simple, the municipal expenses are essentially related to the services provided to the population: security, cleaning, lighting, ... However, in private homes, a number of homes are usually grouped in a small building surrounded by green spaces , parking, ... everything being closed and under surveillance. Thus, it is as many dwellings for which there is no security to be assured by the municipal services, of cleaning ... because all these charges are then managed by a trustee of co-ownership thus with the load of the inhabitants without passing by by local taxes. Municipalities only insure on a larger scale (inter-residences, schools, ...) at a lower cost. It also reduces the costs of garbage collection, as well as the distribution of mail (grouping garbage cans, mailboxes).
What to think of this mutation? Is this the end of the life of the communes? Is it conducive to ghettoisation? ...
